Case: emagine delivers complete teams to clients in the Norwegian public sector

emagine delivered three complete teams for projects in the Norwegian public sector with some of the country’s leading consulting firms and independent consultants. As a result, the client agencies saved valuable time in finding competent consultants for their projects.

The three cases are examples of an extended team extension service, where emagine’s staff does the screening and the clients fully control the team operations and responsibilities.

The screening and onboarding of new team members are still running for one of the agencies (project) as part of emagine’s team extension service, where emagine helps clients as a trusted partner.

Challenge

Assembling teams with various areas of expertise can be complicated, even for clients with robust procurement procedures. 

Finding competent and available resources among independent specialists and qualified subcontractors is time-consuming. This is often followed by lengthy selection processes from a large number of resumes, followed by interviews and evaluations, concluding with price discussions and contract negotiations.

An additional factor in the public sector is the requirement for competitive tendering. If an agency is to hire specialist expertise, the requirement is that it must be done through a competition for a fair process for all candidates and suppliers. 

If the agency has an existing framework agreement, it can also be scaled up to deliver teams, and emagine’s task is then to find and deliver the best specialists in the entire market objectively.

“The client chooses how many candidates they want per role, and we help simplify the selection based on individuals’ skills. This way, the client can use their time to interview and find the right candidates for the assignment and project, which they know best,” says Marika Andresen.

Overview of the market 

The process is managed in emagine’s specialized system, and the client can follow the work online. Typically, it takes up to 5 days for emagine to present candidates (per project) for the client, depending on team size and role complexity. 

Adrian Tjernsli is a Key Account Manager at emagine who works closely with several major public entities when they need specialist expertise.

“In one delivery, we used up to 10 days, as it involved 11 consultants and many different roles,” elaborates Tjernsli. 


 

  The client knows well what expertise they want, but they don’t always know where the best skills are located. The element of a tight schedule additionally complicates matters.

When emagine receives a request, they go out to the entire market and talk to relevant professional networks, with whom they have a good relationship.

“Helping the customer with a smooth process requires a clear structure and good preparation on all sides,” says Adrian Tjernsli, who was responsible for one of the projects.

Task: Team to prepare for the possible establishment of a new IT technical department 

 

Customer: Public customer 

 

Delivered team: 11 consultants 

 

Areas: Business and project management, communication, and visual design. 

 

The customer had a dialogue with a larger consulting firm about the task and wanted to find the country’s best specialists for preparations to establish a new unit.

To meet requirements for competition and quality, the customer could use an already signed framework agreement with emagine. Thus, emagine could contact several relevant competence environments and approached the market impartially.

The customer is developing a self-service solution for a limited group in Norway that will register personal data in a public database. The database will constitute the core of the public solution with future integrations. 

 

The customer chose consultants from our subcontractors, 1 consulting firm, 2 consulting companies (in UX and development), and 2 independent developers.

The customer wanted to explore the market and search for relevant available expertise, and through an existing framework agreement with emagine, this was possible.

 

In the dialogue with emagine, the customer realized that the entire selection process would be easier and time-saving for the customer’s employees. The customer then chose emagine, which took the entire process of delivering a complete team for mapping.

 

emagine searched the market and requested the best resources from three major consulting firms that work, among other things, with strategy, transformation, and business development, which were important competence areas for the project. 

 

After 10 days, the customer was presented with a proposal containing qualified candidates for selection and interviews with the specialists.
